TRM Public Affairs is a lobbying firm providing specialized counsel to the online (iGaming) and terrestrial (land-based) gaming, beverage alcohol, and other complex public policy and regulatory environments.
The company was founded by Troy Ross in 2012, after two decades of extensive gaming experience in Canadian jurisdictions. TRM provides domestic and international clients with public affairs and government relations advice, regulatory counsel, stakeholder relations, communications strategy, and strategic procurement services.
Troy has been at the forefront of the iGaming lobby in Canada for the past 16 years. He has played a pioneering role in successive iGaming milestones, beginning with the defeat of prohibitionist legislation in Ontario in 2006. Since that time, he has engaged with provincial governments across the country to educate the public sector about the benefits of regulated online markets and the successful characteristics of license and tax regimes. This campaign ultimately led to a revolutionary change in the interpretation of gambling laws in the province of Ontario. That province launched the first iGaming regulatory regime in Canada in April of 2022.
Troy’s experience is informed by 25 years in the political arena, and in the public service with the Alcohol and Gaming Commission of Ontario (AGCO). In 2004 Troy created and lead Canada’s first national public affairs and corporate communications practice specializing in the gaming industry with a large publicly traded lobbying firm where he honed his skills as a public affairs practitioner.
Troy is a former policy director at the Alcohol and Gaming Commission of Ontario (AGCO) and a former political staffer to the Minister of the Solicitor General, the Minister of Consumer and Commercial Relations and the Minister of Community and Social Services.
